The Real Geography of London's Escort Market

Those labels are real, but they do not mean what most readers assume. They describe where a client can be met, not where anyone is based. London's escort market has almost no supply-side geography left. What it has is a demand-side geography, and that map is mostly a hotel map with a handful of private members' clubs drawn on top of it.

What follows is where that concentration comes from: the hotel stock, the club geography, and the law that stops workers clustering anywhere at all. If you read one section, read the one on the brothel law. It explains the whole shape.

Two boroughs hold more than a third of London's hotel rooms

Start with the beds, because everything else follows them.

The Greater London Authority's survey of visitor accommodation counted 145,737 hotel rooms across 2,070 establishments. Westminster held 38,480 of them, or 26.4 per cent. Kensington and Chelsea held 15,151, another 10.4 per cent. Two boroughs out of thirty-two hold 36.8 per cent of every hotel room in the city. Central London as a whole held 76.6 per cent.

That is the spine of it. A market serving visitors concentrates where visitors sleep, and London's visitors sleep in a very small piece of London.

The clubs sit on five streets

The other half of the demand map is tighter still.

Annabel's is at 46 Berkeley Square, a Grade I listed building it moved into in 2018 after a refurbishment reported at £55 million. The Arts Club is at 40 Dover Street. Oswald's is at 25 Albemarle Street. Mark's Club is on Charles Street. 5 Hertford Street opened in Shepherd Market in June 2012.

Those addresses sit within roughly 600 metres of one another. An evening beginning at any of them ends within a short walk of Park Lane, which is where a good share of that hotel stock stands. This is not a market spread across a city. It is a walking radius with a postcode attached to it.

What the law does to the map

Here is the part the district guides leave out.

Selling sex is not an offence in England and Wales. Keeping or managing a brothel is, under section 33A of the Sexual Offences Act 1956, and it carries up to seven years on indictment. There is no statutory definition of a brothel. The definition is prosecutorial, and the CPS guidance quoted to the Home Affairs Committee puts it plainly: premises become a brothel when more than one woman uses them for the purposes of prostitution, "either simultaneously or one at a time".

Two people sharing a flat for safety can therefore constitute one. The Committee said as much: "the current law on brothel-keeping also means that some sex workers are often too afraid of prosecution to work together at the same premises and as a result often compromise their safety."

The geographic consequence is direct. Two people cannot share a working address without risking the offence, so the supply side has no way to cluster the way any other trade does. One flat, one person, dispersed across the city.

The cost of that dispersal shows up in the violence data. Analysis of National Ugly Mugs reports found 77 per cent of violent incidents involved street-based workers, 11 per cent workers indoors alone, and 6 per cent brothels.

The internet redrew the market before the money did

Physical geography stopped mattering to supply some time ago, and there is good evidence for how much.

Beyond the Gaze, an ESRC-funded study with 641 survey respondents, found 65.3 per cent of internet-based sex workers agreed they would not be doing the work at all were it not for the internet. Among those working by webcam or phone the figure was 90.5 per cent.

A related paper compared publicly visible escort profiles on a major UK directory against the site administrator's own account data across four quarterly snapshots. Public counts overstated the real number of workers by a mean of 29.31 per cent, because workers advertise on an average of three platforms each.

So counting adverts by district tells you about advertising, not about people. And it is worth saying plainly: no published research, police source or government dataset appears to distribute London's escort market by borough. Anyone presenting one has built it themselves. This article argues from demand-side proxies, and says so.

Soho was licensed out, not gentrified out

Soho is the district everyone reaches for, and its story is administrative rather than cultural.

Westminster's licensing policy sets the appropriate number of sexual entertainment venues in the Westminster core CAZ north at no more than 25. FOI data gathered from every London council and reported by South West Londoner found Westminster holds 25 licensed sex establishments, eleven of them sex shops, out of sixteen licensed sex shops in the whole of London. The same FOI data puts Westminster at roughly one sex establishment licence per 8,000 residents, against a central London average of about one per 40,000.

Then came the raids. On 4 December 2013 police entered 40 premises in Soho. Most flats closed after court proceedings, and all but the final two cases went before the same judge, who sided with police. The last two were heard by a different judge who refused the closure orders, and those flats stayed open.

A numbered licensing cap and one judge's disagreement shaped that map more than any change in taste did.

Where the money moved, and what it did not take with it

The demand geography is not fixed, and the last fifteen years moved a large piece of it.

The United States embassy occupied 30 Grosvenor Square from 1960 and opened its Nine Elms replacement in December 2017 at a cost of roughly a billion dollars. The Eero Saarinen building it left behind reopened in 2025 as The Chancery Rosewood, a 144-suite hotel. Mayfair lost a diplomatic anchor and gained more hotel rooms.

South of the river, Battersea Power Station opened on 14 October 2022 across a 42-acre site, delivering over 2,200 homes and Apple's UK headquarters. Residential sales reached £480 million in 2022 alone. Average prices in Lambeth rose 81 per cent between 2010 and 2018, against 42 per cent across prime central London. At King's Cross, jobs went from 8,000 in 2011 to 27,000 by 2019.

What none of those places built was hotel stock at Mayfair's density. New money created new demand nodes without the accommodation that turns a workplace into a market. The bookings still happen. They get serviced from the same small central radius they always were.

What this means when you are reading a district page

Kensington and Chelsea makes the point best. The average house price there stood at £1,256,000 in May 2026, against a London average of £545,000 and an England average of £292,000. Nobody runs a low-margin business from a flat at that price, which tells you something useful: a listing for escorts in Kensington and Chelsea is describing a place someone will travel to, not a place someone is sitting waiting.

Read the district tag as a service area. It answers where you can be met, and how far somebody is prepared to come. It does not answer where anyone is, and while the brothel law stands it is unlikely to.

Final thoughts

Three things draw this map, and none of them is culture. Hotel stock decides where the demand sits. Section 33A decides that the supply cannot share an address. The internet decided, somewhere around 2010, that it no longer needed to.

Everything else is advertising. Often useful advertising, but it describes a geography of arrival rather than a geography of residence. Once you know which of the two you are reading, the district pages get considerably easier to use.
